As Usual...

Just came from a long ride out of Legazpi City and passed by the city proper to check out some spare parts for my bike. Then I've been flagged down again buy a RUDE, BALD, NOT IN UNIFORM COP in front of Legazpi City Police HQ along Tahao Rd., Legazpi City. How will I recognize who the f--k he is when he's wearing civilian clothes, worse, where's his name plate? The usual reason, I'm wearing my motocross helmet with goggles. The hell I should, since I've been on a long trip. Just ignored the stupid cop. I ain't buying a half-faced helmet just to abide by this STUPID CITY ORDINANCE. Even if I have to pay 1,000 everytime I pass by the city, I will. I won't entrust my life on a "shorty".

Regardless of the type of helmet riders are using, flag them down, ask for necessary papers, inspect the bike. It's better than minding the helmet itself. Why don't you check on cars, vans, buses, trucks, etc., too? Why only the bikers? The problem with this, are the enforcers. VERY LOUSY in crime prevention. So the stupid city government resorted to a stupid city ordinance like this. Maybe the good ROSAL BROTHERS should each wear one (half-faced helmet), smash their faces right onto a wall and see what happens.

full-face helmet ban

Imagine the "japorms" feeling when you're cruising along the city streets on your new motocross sweatshirt & full-face helmet (by the way, I'm from Legazpi City) when suddenly, prrrrrrt!!! "bawal ang full-face helmet". Toingks. Yup. Effective March 31, 2008, a city ordinance, passed by City Councilor Rolly Rosal, banning the use of full-face helmet was ratified & implemented & instead, riders can only use the half-face helmets. A P1,000.00 fine is imposed on 1st offense (can't afford the heavier offense). Many riders (mavericks, like me) & groupies were irked by this ordinance.

The very reason why the honorable councilor proposed this ordinance was to prevent crimes which involves criminals using the motorcycle as their means of transport in their "activities". They can get away faster than on an automobile. Swerving through traffic & narrow roads. Surely, you can't recognize them especially when they're wearing full-faced helmets (much worse, heavily-tinted ones). Come to think of it, if you were a "bagitong pulis" or a public safety officer (pusa, as we call them) would you recognize someone, even without helmet, on a motorcycle, zoom at 80 km/h in front of your nose?

OK enough of that. This is my "own" ordinance. I'll set aside the "japorms" part. Everyday I ride almost 25 kms. from my house, to my office & back (Legazpi City to Daraga, Albay, side trips not included, hehehe). Wearing a cozy jacket or a motocross sweatshirt, gloves, my FULL-FACE HELMET, shades, (i replaced my tinted visor with a clear one) & face mask sometimes & off I go. My backpack is stuffed with raincoat & slippers just in case it rains. You see, there are various elements out there that could impair you vision & concentration on the road. Dust, sand, small rocks, smoke, insects, etc. What if you're wearing half-face helmets? Figure it out.

One more thing, I ride alone. Do I have to bring with me, EVERYTIME, my half-face helmet & wear it whenever I reach the city limits? Where will I put my other helmet? What a hassle.

My main purpose in wearing my kind of helmet is SAFETY. Ok Councilor Rosal, I'll wear my half-faced helmet. I'm not being paranoid but WHAT IF, I run over a dog crossing the street? Stupid drivers cut you off on the road & lose control? Skid? You hit your face on your bike's handle bar or thrown away from your bike & hit the pavement, lose all your front teeth, break your jaw, break your nose, etc. Think of all the face injuries you'll be suffering from wearing half-face helmets under those circumstances running at ONLY 20-30 km/h?

Very inconvenient, unsafe & stupid this city ordinance is. I wonder if you guys ride a bike. Mayor Noel Rosal, your bro passed the ordinance, you approved it. You called the shots. What if those morbid things I said happened to a rider? Will the city government be responsible? (Frankly, they won't give a damn.)

I have a few suggestions of my own. Why not replace tinted visors with clear ones for full-face helmets? Implement speed limits for motorcycle within the city proper. That's just some. You can think of anything else but PLEASE, bear in mind the SAFETY of the riders.
